BIBM Congress 2014
BIBM held its 21th Congress on 21-23 May 2014 in Istanbul, Turkey. The Congress had more than 500 participants and provided the latest news, trends and developments in the precast concrete industry. At that occasion, Mr. Jaime Delclaux (working in Northen PH and representing ANDECE, the Spanish precast concrete association) is elected president for the period 2014-2017.

Implementation of the Services Directive in the construction sector
In order to get a better understanding of the implementation of the Services Directive, the Single Market Observatory (SMO) in cooperation with the Labour Market Observatory (LMO) prepared a pilot study in several Member States. The European Economic and Social Committee (EESC) delivered a series of interviews with national interlocutors and with Brussels-based European social partners, institutions and think tanks which resulted in a set of recommendations.

European Parliament election
On 22-25 May, the elections of the European Parliament took place. There were no major changes when it comes to the biggest groups. The centre-right European People’s Party won the most seats, while the Social Democrats are the second biggest group. The third biggest party is the Alliance of Liberals and Democrats for Europe (ALDE).
The recent elections witnessed the increased scattering of the citizens’ preferences, votes being granted to small parties, being them Eurosceptic, anti-immigrant, populist, reactionary and even neo-Nazi parties in several EU member states.

National Award Winner
Best practice award – DECOMO UK
The British Precast Concrete Federation’s (BPCF) Project Award winner was a project of DECOMO UK, called The Forum, Elmer Square. It is situated in Southend-on-Sea and project was finsihed in August 2013.
The £27 million project was funded by a unique threeway client share arrangement with Sea Borough Council, the University of Essex and South Essex College.
The forum represents the centre of Southend’s edicational quarter. the building provides a modern academic and municipal library, learning facilities, a café, an arts venue and a new home for the Focal Point Gallery.
In addition to shared use of the library, the College and University have alos aquired modern research and eductaion facilities including a lecture theatre, teaching areas, seminar rooms and administration offices.
Material: Light coloured precast architectural concrete with an acid etched finish.
The building is currently under BREEAM assessment, awaiting final BRE approval, it will receive a BREEAM “Excellent” rating.
