BIBM position on the Industrial Accelerator Act
BIBM has published its position on the proposed Industrial Accelerator Act, supporting the creation of lead markets for lower-carbon construction solutions through public procurement. The paper stresses that environmental performance should be assessed primarily at the level of the completed construction work, taking account of whole-life impacts, technical performance, durability and the function delivered. Product-level information remains essential, but it should serve as reliable input to this wider assessment rather than become a standalone limit based solely on mass, volume or emissions per unit. BIBM also calls for full alignment with the Construction Products Regulation, EN 15804 and the Energy Performance of Buildings Directive.
The supporting document sets out ten practical reasons why environmental performance in construction should be assessed at the level of the completed work rather than through rigid product limits. It shows how whole-life assessment can better reflect structural efficiency, durability, circularity, affordability and the actual function delivered.
